When the reformed mayor, James Edward "Jim" Stevens, of a small town dies in a seemingly car accident, his father, Harry Stevens, tries to get an investigation of the accident. But, after he is murdered, too, Jessica wonders if there is a connection.

Cause of death: Automobile crash due to tampered brakes; blunt force trauma from ashtray.

Motive: Was threatening to shut down a gambling establishment, run by Kate Gunnerson that was profitable to him; kept inquiring about his son's death and was afraid he'd learn of its' true nature.
